ABOUT KEN JACOBUS

Mr. Jacobus graduated from the University of Wisconsin, Madison in 1965, and completed his law degree there in 1968.  

From 1968 until 1990, Mr. Jacobus practiced with Hughes, Thorsness, Gantz, Powell & Brundin,  where he was a principal partner.  

Hughes, Thorsness, Gantz, Powell & Brundin was one of the oldest and largest law firm in Alaska, with general civil trial and appellate practice including corporate, banking, real estate, tax, estate planning, governmental, municipal bonding, insurance, surety, oil and gas, labor relations, and probate law.  

Mr. Jacobus' practice was general civil trial and appellate, in both the federal and state courts, with principal emphasis on appellate and governmental, insurance defense and surety matters.  He was responsible for numerous matters in the federal and state trial courts, including civil and criminal jury and non-jury trials, admiralty non-jury trials, and matters resolved through motion practice or settlement.  These include matters in federal court pursuant to diversity, other original, and removal jurisdictions.

Mr. Jacobus was responsible for numerous appeals in both the state and federal systems, resulting in over 100 written and published opinions.  He was responsible for various appeals within federal administrative agencies, including the Environmental Protection Agency, Federal Emergency Management Agency, Veterans Administration, Internal Revenue Service, Social Security Administration, and also to the Commandant, United States Coast Guard.

Mr. Jacobus has substantial experience in municipal and other governmental practice for the State of Alaska and numerous Alaska municipalities, including Anchorage, Fairbanks North Star Borough and School District, Kenai, Bethel, and others.  Responsible for civil, criminal, financial, legislative, and other matters.  

In 1990, Mr. Jacobus opened his own private law practice.

    Decided ethical questions for Alaska courts and Bar Association, prepared formal ethics opinions and decisions for the Board of Governors dealing with both the Codes of Professional Responsibility and Judicial Conduct, and provided ethical guidance to Alaska lawyers and judges.

  • Through duties and educational programs of the Judge Advocate General's school, received experience and training in many areas of federal law of general application, including such diverse areas as civil rights, procurement, freedom of information, jurisdiction, torts, contracts, evidence, and  international law, as well as those areas of solely military application.

 

REPUBLICAN PARTY ACTIVITIES 

  • Volunteer Legal Counsel, Republican Party of Alaska , 1988 to 2003

  • As RPA legal counsel, litigated matters for the party, without charge, before the Alaska State Courts, U.S. District Court for the District of Alaska, Court of Appeals for the Ninth Circuit, and Supreme Court of the United States, relating to constitutionality of form of primary election, reapportionment, constitutionality of campaign finance laws, reapportionment, residency disputes, and other matters.

  • Also, coordinated the instant run-off voting initiative petition, which resulted in the RPA's IRV priority being on the Alaska General Election Ballot in 2002. 

  • Lawyers for Bush/Cheney, Alaska Co-Chairman, 2000
